SECTION A: text analysis
Achoo! The common cold, whole not usually life threatening, can be a major downer.
Who wants to be home and in bed with a runny nose, cough, and sore throat? It happens more
often than people like to think, though. According to the Mayo Clinic, students can get as
many as six to ten colds a year! If you understand the causes of the common cold and take
precautions, you can successfully avoid catching a cold.
A common cold is caused by a virus. Many different viruses could be responsible for
your runny nose, but all of them have one thing in common: they are very contagious, which
means they get passed along from person to person. A common cold virus can spread in the
air when a sick person coughs, sneezes, or even talks. It can also spread on objects.
Avoiding a cold is fairly easy, if you follow some simple rules. Wash your hands
often. Make sure your family keeps doorknobs and countertops clean. Don’t share drinking
glasses or silverware. Most importantly, if it’s possible, avoid being around sick people
entirely. If you do happen to catch a cold, sneeze or cough into your elbow, not into your
hand, to help keep your cold from spreading to others. No one likes to be sick!

Thailand in 1990, Cameroon started the route towards reforms and decentralization of its

educational system. These reforms were spurred not only by ideas highlighted in the
conference but also by the negative effects of the economic crises which affected every
national activity and education in particular. The crises which stated in 1989 got to its peak in
1994 with the devaluation of the FCFA (UNESCO, 2005). These reforms and
decentralization in the education system took place in four different phases. During the
education forum of 1995, the basic principle and guidelines for the reforms were agreed
upon. This forum saw the participation of representational of both the private and the public
sectors. Participants were also drawn from scientific and international circles, the business
world, trade unions and parents, international organizations, religious and traditional
authorities and many others who all jointly recommended a good number of strategies to
change the educational system. The main preoccupation of the international organization that
were present like UNESCO, UNICEF, UNDP and the world bank was to look at ways in
which they could provide support for the reform. The next phase of the reform and
decentralization was focused on the legal framework. In 1998, the Cameroon education
framework act no. 633/PJL. /ATN was adopted. After the adoption of the legal framework,
the third stage saw the drawing up of a document which consisted in suggesting a number
guideline in areas like efficiency and quality, access and equally, management and
governance, costs and funding. This law spells out the different main areas from which
resources in education will come. This consisted of the following; the state, payment of fees,
parents’ association, and the private sector, bilateral and multilateral sectors. (Cameroon
education framework act no. 633/PJL/ATNS). Therefore, under this law, the funding of
education and the provision of resources had to be join effort. Decentralized local
communities and other stake-holders are all expected to participate in the funding of
education. The final stage of the reforms and decentralization focused on the explanation of
the EFA national plan for action. This phase looked into varied aspects like responsible
citizenship based on shared values, methodology based on operational challenges and
broadening partnership at all levels. Decentralization in education is not very easy because of
inadequacies faced in the teaching and learning conditions, lack of necessary infrastructure
and many others.
