1.9. The government plans to create a state university and other social facilities only in areas with a
population density above the national average that is a hundred inhabitants per squared kilometer, as a
planner whose tool is the map of Chaumont with each of these regions being 15.5 kms length and breadth
of 12.5kms, make a scientific proof to the government that such a university and social facilities
i) Would not be best exploited if sited in the north western part of the region
